Inaugural Lecture by Professor Margarida Monteiro examines the paradoxes of collaborative governance

On January 20, from 2:30 pm to 3:30 pm, the Inaugural Lecture by Professor Margarida Monteiro will take place in Room 4.41 at DECivil.
Under the theme “The Paradox of Expected Transformations: When Collaboration Becomes Comfortable”, the seminar offers a critical reflection on the role of collaborative governance in contemporary territorial and urban policies, particularly in the European context, where collaboration is often promoted as a key driver of sustainable transformation.
The session will examine how practices such as integration, multi-actor collaboration, experimentation, and continuous evaluation have been shaping planning, engineering, and environmental practices. Despite the increasing institutionalisation of these approaches, their transformative effects often remain limited or uneven.
The seminar explores this paradox by discussing the conditions under which collaborative processes effectively contribute to territorial transformations, addressing dynamics such as the proceduralisation of collaboration, the misalignment between processes and outcomes, and the limited scalability of pilot initiatives.
